Who Will Liz Truss Appoint to Her Cabinet?


LONDON – In her choice of cabinet members, Britain’s new prime minister, Liz Truss, will offer the first clues about her government’s line and her generosity towards opponents in the UK. The Conservative Party was defeated.

Signs so far show only limited efforts to heal the split have been made public for the time being a surprisingly tough party leadership contest.

Rishi Sunak, former prime minister of the Exchequer, who lose the leadership race Truss on Monday, is not expected to join the new group. The position he gave up in July is expected to pass to Kwasi Kwarteng, a free marketer and friend of the incoming prime minister.

Another Truss ally, Education Secretary James Cleverly, is likely to become Secretary of State. The rest of the “big state offices” – the job of interior secretary – is expected to go to Suella Braverman, a right-wing player and hardline Brexit enthusiast.

Ben Wallace, the Secretary of Defense, who has enhanced his reputation through his handling of the Ukraine crisis, is expected to continue his job. Overall, there is hardly any real tilt to the center compared to a Boris Johnson cabinet leaning heavily to the right.

Building cabinets is a tricky business, especially since the jobs offered often try to bargain for different positions.

The first announcements are expected later on Tuesday, but how long it takes Truss to complete the process will depend on whether the people she’s offering the job accept accept.

When selecting their top-level team, prime ministers tend to consider not only the capacity and reliability of their appointees but also the overall political balance of the cabinet.

Ms. Truss appears to be aiming for a sweet spot between rewarding loyalists and embracing some who are also running in the leadership race or backing Mr. Sunak.

One of Ms. Truss’s most loyal supporters, Thérèse Coffey, is expected to be promoted, as is Jacob Rees-Mogg, a prominent freelance marketer and supporter of Mr. Johnson.

It seems unlikely to be forgiven for Mr. Sunak’s most outspoken and prominent supporters, including Dominic Raab, the deputy prime minister, and Michael Gove, a former cabinet minister who has described the plans. Mrs. Truss’ economic plan is a “Vacation from reality.”

But other former rivals will likely be included with Ms Braverman, who ran for party leader but was defeated by Mr Sunak and Ms Truss in the early stages of the contest. They include Penny Mordaunt, Tom Tugendhat and Kemi Badenoch, who are likely to be offered cabinet jobs or hold senior ministerial roles.
