Every week, TDN publishes a series of key official rulings from major racetracks in the four major racing jurisdictions, California, New York, Florida and Kentucky.
This is a bait about how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.
With the Horse Racing Safety and Integrity Act (HISA) taking effect on July 1, TDN will also post a series of HISA-related rulings in the same week.
CALIFORNIA

Violation: Violation on drugs
Explainer: Coach Richard Baltas, suspended for 365 days from December 9, 2022 to December 8, 2023 and fined Ten thousand dollars ($10.000.00)*; in accordance with California Jockey Board rule #1887 (Trainers ensure the condition of horses) for violations of California Jockey Board rule #1902 (Bad Conduct for Horse Racing) and #1843.5 ( Drugs, Pharmaceuticals, and Other Substances Allowed After Entry to a Race)–Give “X-Treme Air Boost” and other substances on race day April 15, 2022 through May 8 2022 at Santa Anita Park. (21 counts).

Explainer: Coach John Brocklebank appeared before the Board, reinstated and DMTD Manager Judgment #027 of 1 August 2021 set aside. Having provided evidence that John Brocklebank is protected under Chapter 13 Bankruptcy, DFTD ruling #33 of November 25, 2017 is set aside while under this protection. If John Brocklebank is no longer protected from Bankruptcy, he will notify the California Horse Racing Board.
KENTUCKY

Penalty: Suspension for forty-five days, fine of $500
Violation: Violation on drugs
Explainer: Pursuant to the Settlement and Regulations in Lee’s case. J. Rossi versus KHRC. Owner, trainer Lee J. Rossi is hereby fined five hundred dollars and suspended for 45 days, 20 days for service from December 11, 2022 through December 30, 2022 (incl. ). The remaining 25 days are upheld provided no Class A or B drug violations have occurred in any racing jurisdiction within 365 days of the signing of this agreement. Our Bernadette (Churchill Downs, November 15, 2017) was disqualified and all wallet funds were lost.
NEW REGULATIONS OF HISA MANAGERS
The following rulings have been reported on HISA’s “decision” portal, except that the rulings requesting nullity have been sent directly to TDN. An important note: HISA’s whip limit is limited to six hits in a race.
