Weekly management and commission rules: 18-24 January 2022


Weekly, TDN announced a series of key official rulings from major racetracks in the four major racing jurisdictions, California, New York, Florida and Kentucky.

This is a primer about how each of these jurisdictions adjudicates different crimes, what they make public, and where.

California
Follow: Santa Anita

Date: January 21, 2022

Licensee: Ricardo Ramirez, jockey

Penalty: Three-day suspension

Offense: Excessive use of riding gear

Explainer: Apprentice Jockey Ricardo Ramirez is suspended for 3 racing days (January 28, 29, and 30, 2022) for violating California Horse Racing Board rule #1688(b)(8) (Usage). Crop-more than six times – fourth offense in the last sixty (60) days during Friday’s race at Santa Anita Park January 17, 2022. Pursuant to California Jockey Board rule number 1766 (Designated Races), the period of suspension will not prohibit participation in the specified races.

Licensee: Kyle Frey, jockey

Penalty: Three-day suspension

Violation: Restoration of a breach of careless riding

Explainer: Following notification from the California Horse Racing Board that the appeal of LATS Rule #01 (December 26, 2021) was withdrawn, the original ruling was restored. Jockey Kyle Frey is suspended for 3 racing days (February 25, 26 & 27, 2022). Pursuant to California Horse Racing Board Rule No. 1766 (Designated Races), the period of suspension shall not prohibit participation in designated races.

Date: January 22, 2022

Licensee: John Velazquez, jockey

Penalty: Three-day suspension

Violation: Rehabilitation of careless riding offenses

Explainer: Following notification from the California Horse Racing Board that the appeal of LATS Rule #21 (January 15, 2022) was withdrawn, the original ruling was restored. Jockey John Velazquez suspended for 3 racing days (February 12, 13 & 18, 2022). Pursuant to California Horse Racing Board Rule No. 1766 (Designated Races), the period of suspension shall not prohibit participation in designated races.

Date: January 23, 2022

Licensee: Ryan Curatolo, jockey

Penalty: $500 fine

Offense: Excessive use of riding gear

Explainer: Jockey Ryan Curatolo fined $500.00 for violating California Horse Racing Board rule number 1688(b)(8) (Equestrian Use – more than six times – first violation within the last sixty days) ) in the ninth race at Santa Anita Park on January 22, 2022.

Florida

The following have been reported on the International Association of Racing Commissioners’ “recent rulings” website, and are therefore not reported in a timely manner as in other jurisdictions.

Violation: Outdated drug

Explanation: Last Order No. 2019-041998 – 550.2415 Violation of FS = Phenylbutazone. “BUFFON” *** NO PENALTIES ARE AFFECTED ***
