Turf Paradise coach suspended for 180 days

Following an incident in which the 1-20 hit he trains and owns was pulled up and down shortly after the start of a first debt collector March 10 at Turf Paradise, the The manager at that track hit coach Juan Silva with a 180-day suspension and a $2,625 fine. Regulators referred the ruling to the Director of the Arizona Department of Racing with the recommendation that further action be taken “up to and including the revocation of Silva’s license.”

Silva was charged with “conducting business in a manner that is in the best interests of horse racing in Arizona.”

After the horse Juror (Tapit) in third in the maiden option title contest for $23,800, Silva dropped the horse into the hands of a $3,500 claimant 37 days later. As soon as the gate opened, rider Fausto Da Silva pulled up his horse. On March 17, Da Silva was suspended for 30 days for “conduct detrimental to racing.” In the Da Silva matter, the stewards ruled that the jockey should take the horse to the vet for a pre-race checkup.

The jury, who was dismissed from the race by Eliska Kubinova because of owners Gary and Deborah Lusk and DJ Saddler, was overturned from the track. Turf Paradise has no void claims rule.

According to the ruling announced Wednesday, stewards believe Silva entered the jury knowing the horse was in pain and unfit to race. Management considered the claims of Da Silva, a veterinarian known as Dr. Butler and a state veterinarian known as Dr. Gale. In addition, the administrators allege that Silva offended himself during the hearing by making false oaths. All horses currently owned or trained by Silva will be denied entry until they are sold or transferred to another trainer.

According to the ruling, the managers also took into account Silva’s “history of multiple rule violations”. The websiteroughbredrulings.com lists 22 judgments against Silva dating back to 2005. In a 2008 ruling, his license was revoked for “no good reputation or moral character”. He didn’t start any horses between 2008 and 2014.

Silva has 450 career wins from 2,349 starts and is 13 for 99 at the current meeting at Turf Paradise. He was the top coach at the 2019-2020 meeting at Turf Paradise with 79 wins.
