The IT committee will discuss the Indian Telecommunications Bill 2022 next week, before it is introduced in Parliament


In a groundbreaking initiative by newly appointed IT Committee Chairman, Pratap Jadhav, the council will hold its first meeting next week with the agenda of the Indian Telecommunications Bill 2022.

According to sources so far never a Bill has been discussed in a Committee before being introduced in Parliament.

The bill is currently in the draft stage and is in the public domain seeking feedback from the public.

The committee at its meeting next week will ask the telecoms secretary and other officials of the telecoms ministry to pre-depose it. The Committee has also decided that it will conclude discussion on the Bill before the upcoming Winter Session of Parliament when the government is likely to introduce it for adoption.

With 117 crore subscribers, India has the second largest telecom ecosystem in the world. The telecommunications sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunications sector is based on the Indian Telegraph Act, 1885. The nature of telecommunications, its usage and technology has undergone a major change since the era of “electricity” newspaper”. The world stopped using the “telegraph” in 2013.

Over the past eight years, the Government has implemented a number of initiatives for the development of the telecommunications sector. These measures include streamlining the definition of adjusted gross revenue (AGR), streamlining bank guarantees and interest rates, allowing 100% of FDI on an automatic route, allocating frequency bands, streamlining the process of the Standing Advisory Committee on Radio Frequency Allocation (SACFA) for cell towers, etc.

The government has also committed a huge amount of money for digital inclusion. Provide high-quality connectivity in unconnected areas, recover BSNLbringing fiber to all gram panchayats, developing India’s own telecom technology and developing telecom manufacturing ecosystem, demonstrating the government’s commitment to digital inclusion.

It was against this backdrop that officials said they had launched an initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Ministry of Communications initiated the public consultation process to develop a modern and future-ready regulatory framework. In July 2022, a consultation paper on ‘Need for a new regulatory framework governing Telecommunications in India’ was published and comments were invited. All members present at Monday’s meeting, cutting across party lines, agreed to briefly discuss the Impact Telecommunications Bill, the sources said.

The committee also decided on another agenda of the year on selected issues for discussion such as data privacy, the need for over-regulation (OTT), the mushrooming channels of communication without comply with relevant regulations and standards.

Monday’s meeting chaired by Jadhav was attended by Nishikant Dubey, Sanjay Seth, Sunita Duggal, Tejasvi Surya and Anil Agarwal from the Bharatiya Janata Party. Mahua Moitra, Shatrughan Sinha and Jawahar Sircar from TMC; John Brittas from left; Galla Jaidev of the TDP and DMK congressman Sumathy T were among those attending the meeting.
