Liz Truss said that Vladimir Putin’s nuclear threats were part of a desperate attempt to justify his “catastrophic” defeat in Ukraine.
In her first speech on the world stage as prime minister, Ms Truss will accuse the Russian president of “act of unruly” after he warned his country would use “all means”. convenience at our disposal” to protect ourselves.
The comments seem to suggest that the conflict in Ukraine could turn into a nuclear crisis.

Ms Truss will say Mr Putin is “trying desperately to justify his catastrophic failures” as she addresses the United Nations General Assembly (Unga) in New York.
“He is doubling down on fate by sending more reserves to a terrible fate,” she will say.
“He is trying to claim a democratic mantle for a regime without human rights or freedom.
“And he’s making more bogus claims and scary threats.”
Ms. Truss will praise the “strength of collective purpose” in response to Mr Putin’s aggression so far, but warned that aid to Ukraine must not wane.
And she will tell world leaders that the UK will spend 3% of GDP on defense by 2030, echoing a promise she made while campaigning to become Tory leader.
She will add: “Faced with increased aggression, we have shown we have the strength to act and are determined to see through it. But this is not a one-time thing.
“This must be a new era in which we pledge to ourselves, our citizens and this institution that we will do whatever it takes – whatever it takes to give people and protect our values.”
