Instagram: 180 x 180 pixels
WhatsApp: Meta did not reveal the recommended dimensions for WhatsApp profile picture. However, we recommend keeping it around 500 x 500 pixels.
Alternate method
If you don’t have a Facebook account, there are a number of apps and online tools available that allow users to add flags on their images and also resize them according to the social media platform. Some of these are flagmypicture.com, lunapics.com, Flagstickers for pictures, Flag Face and more. However, keep in mind that these are third-party apps and tools. So check the ratings carefully before using.
