On Tuesday, explosive video footage was shown of Sansom and Badalati having dinner with their escorts and and the couple holding hands with them.
The developer can be briefly seen in a mirror image pretending to make a call on his phone as he secretly records councilors with young women.
The former mayor of Hurstville admits the woman he was caught on camera was an accomplice but he has not yet paid for her services and believes Uy has.
“Having seen this and another video, I believe it’s a blackmail tool,” he told ICAC after he was confronted with clips from March 2013 and again in July 2013.
‘That is clear to me now.’

He said he believed the footage was filmed against him and forced him to back off from Mr. Uy’s plans to approve developments.
‘If this was shown to your family at the time, would you be embarrassed?’ Committee Support Advisor Zelie Heger asked him.
He said he would but admitted that Mr. Uy was not blackmailing him and that he had only seen the footage for the first time at the investigation.
On Monday, the ICAC investigation said Uy and councilor Sansom also connected with escorts on multiple trips to China in 2014 and 2015.
Receipts given to the investigation show Uy spent thousands of flights and hotel accommodation on Mr. Sansom, who claimed he had reimbursed some of the flight costs.
When Ms Heger said it was a ‘significant conflict of interest’, he admitted he should have claimed he had a ‘non-monetary interest’.

Mr Badalati has admitted to receiving a bribe of US$170,000 from Mr Uy to assist in approving plans for two of his development projects in 2016, despite objections from council staff.

He is said to have received $70,000 to support the 75-unit apartment complex and he and the Hindi deputy mayor are said to have each been given $100,000 to support the Landmark One development.
‘[Mr Uy] opened his boots and gave us two bags each [and said] “Thank you for your support on Landmark,” Mr Badalati told the inquest in June.
Mr. Uy denied offering bribes but admitted to taking a photo of about $300,000 in cash placed on an iron in his Rhodes apartment in Sydney.
He said he withdrew the money to take it back to Hong Kong with him.
The investigation continues.
