Fun fact: California was the first state to adopt California emissions regulations. Over the years, the state has revised its laws a number of times to add more rigor, but the latest set of regulations are the most stringent: after 2035, the sale of cars powered by fossil fuels entirely. will be banned in the state.

This is not strictly an emissions regulation. California law covers car and truck emissions in Title 13 of the California Code of Regulations, section 1961 (13 CCR § 1961 if you’re naughty). The actual regulations on exhaust emissions never go to zero because fleet percentage laws are flawed – a distinction that is not important to California buyers, but important to them. other states imitate California’s rules.

See, of the other 17 states that look to California to comply with emissions regulations, only 15 are following the California Air Resources Board’s law regarding zero-emission fleet percentages. Even among those 15, though, things get weirder and more technical on a state-by-state basis.
