HISA threatens to close Turf Paradise if not repaired

Although an agreement was signed with the Horse Racing Integrity and Safety Authority (HISA) to update Turf Paradise to current national safety regulations, full corrections were not made to improve it. improve the condition of the railings and racetrack Phoenix, AZ, received April 1 deadline to complete or be “banned from conducting Covered Horse Racing.”

In a February 24 order, both the track and the Authority agreed that HISA manager Jorge Estrada, race officials and representatives from The Jockeys’ Guild would inspect the tracks by March 1. and identify areas where the panels may have sharp edges and repair those areas by March 12. A hearing was conducted remotely via Zoom on March 16 to resolve the issues. The matter of non-compliance with the terms of the agreed Order has remained unresolved as of the date of the hearing and the Agency has found that the track repair is not sufficient.

“After weighing the evidence, it became clear to the members of the Board of Directors that the condition of the balustrades at Turf Paradise poses a significant risk to the safety of jockeys and horses participating in the Race. covered at the racecourse,” the ruling stated. “There is no question that the condition of the balustrade is unacceptable or that Turf Paradise has so far failed to carry out the repairs specified in the agreed Order. It is important that the unsafe condition of the railing be remedied as soon as possible.

“Therefore, the Board of Directors requests that Turf Paradise complete the repair of the parapet, as outlined in the agreed Order, no later than March 31, 2023. Completion of the repair and compliance with the elements The remainder of the agreed Order will be verified by an inspector appointed by Executive Director Lisa Lazarus of the Agency with such inspection to be conducted on or before March 31, 2023. repairs were not completed on or before March 31, 2023, or if there is evidence of any other omission in compliance with the Authority’s rules, as set forth in the Order agreed to 24 February 2023, Turf Paradise will be prohibited from conducting Covered Horse Races as of 1 April 2023, while the Authority takes any further action.

“The Board declines to impose monetary sanctions on Turf Paradise at this time because of past delays in completing repairs.”
