HISA Q&A: Part 3

Since the release of a cheat sheet To help guide industry participants through the launch of the Safety and Integrity Act (HISA) on July 1, TDN has released unanswered questions industry participants have about the registration process and about the playing field expected within a few weeks, forward them to HISA for response.

The reader’s first two series of questions can be found, along with HISA’s answers here and here.

Here is the latest series of answers. Some questions have been edited for brevity and clarity.

TDN forwarded every question it received, most of them worried about the upcoming launch date, but some of them focused heavily on federal law in general and the Anti-Doping and Drugs program draft.

However, some of you may still be waiting for a response. That’s because the organization is only focused on answering questions related to safety and track registration after being “pushed” to July 1, a HISA spokesperson explained.

HISA official website can found hereand online registration portal can found here.

Question: This question is related to your answer to the harp question. Currently, only one crop production company meets the compliance requirements. You say other companies can produce crops that meet these requirements, but they can’t if the original company has a patent on the design. Please advise.

HISA: According to the maker of the 360 crop, there are no patents on the current design. And in fact, patent holders are incentivizing other manufacturers to enter the market to increase supply.

Q: When entering the horse name, pony date and mare name, the portal won’t accept them and I can’t move forward. What should I do?

H: If you have entered a horse’s name and it is not on the drop-down list, please call 1-877-513-2919 for assistance. If the horse has not been named, you do not have to register the horse by July 1.

Q: Anyone with access to a horse on back must register, and I’m worried about those with poor English or no computer savvy, getting the job done. How will HISA help with this? In addition, should organizations and/or their representative HBPAs have someone help staff with registration?

H: HISA is providing online and in-person documents in English and Spanish. Some racetracks already hold in-person registration driving sessions, and HISA will visit a number of racecourses to facilitate the registration process. If you work at a racetrack that wants to host an event, please email [email protected]

Q: I am trying to enter information for [someone] who lives in Monte Carlo, Monaco, and it keeps getting rid of me. I think because of the address. Is there something special to do for an international address?

H: HISA is expanding the list of countries for which we are providing valid addresses. In the meantime, please use the address of the racetrack they will run on.
