The city manager calls Miami Beach a “limited capacity island” not built to handle large crowds. That doesn’t stop thousands of people from flocking to the popular South Florida destination every year.

The city of Miami Beach is pushing back its annual influx of spring break tourists, this time with a midnight curfew and state of emergency.

But some residents of the popular South Florida party destination are wondering if such action is necessary – even after a series of shootings left five people injured over two days last week. . Or if it will make a difference.
