Volunteer firefighters rescued 19 people and a dog from flash floods in Oxford, Connecticut by crawling down ladders on August 18.
Heavy rains have swept through the state and two people have been reported missing, according to CBS, the BBC’s North American partner.
New Jersey and New York were also affected by severe weather.
