Experts urge Iran to halt imminent execution of juvenile offender |

Shahbazi, 20 years old, was 17 years old when he was arrested for stabbing a classmate to death in an altercation with four people.

He was scheduled to be executed on January 5, which has been temporarily halted.

Comply with international law

Experts say the court relied in part on confessions to alleged torture and ill treatment when Mr Shahbazi was questioned by police for 11 days.

During this time, he was also denied access by his lawyer and family.

“We call on the Iranian authorities to immediately and permanently suspend the execution of Hossein Shahbazi and cancel his death sentence, in accordance with international human rights law.” experts say in statement.

They added that Shahbazi’s execution was scheduled to take place four times, causing pain and psychological suffering for him and his family.

UN experts had previously raised concerns about the death penalty and its impending execution with Iranian authorities on June 7, 2021 and again the following month.

The government replied that an execution period had been granted to facilitate reconciliation for pardon.

Moratorium

We stress once again that reconciliation efforts do not replace the Government’s obligation to ban such executions, the experts said.

“International law completely prohibits the application of the death penalty to persons under the age of 18. Iran has to comply with its international obligations by imposing a de facto moratorium (de jure and de facto) (this should really be a common statement, but since it’s a direct quote it should be). they may misunderstand the grammar) for the execution of juvenile offenders once and for all. ”

According to experts, more than 85 juvenile delinquents are currently on death row in Iran.

Last November, the UN human rights office, OHCHR, condemned the execution of another juvenile, 25-year-old Arman Abdolali, who was charged with murder at the age of 17.

OHCHR also regrets that Mr Abdolali was transferred to solitary confinement six times before his scheduled execution, each time adjourned before he was hanged on November 24, 2021.

The role of UN experts

The experts who made this statement were Javaid Rehman, Special Rapporteur on the human rights situation in Iran; Mikiko Otani, Chairman of the Committee on Children’s Rights; Morris Tidball-Binz, Special Rapporteur on extrajudicial, summary or arbitrary executionsand Nils Melzer, Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment.

They get their mandate from the UN Dong Nhan Quyen Association in Geneva, and is not an employee of the United Nations nor is it paid by the Organization.
