The Union Home Office’s guidance on the special pardon policy, issued in June, says those sentenced to life in prison and those convicted of rape will not receive pardon under the policy. .

The decision on pardon was passed by the state Supreme Court after one of the convicts approached it, asking for a pardon.

The convicts were sentenced to life imprisonment by a special court in Mumbai. The verdict was later upheld by the Bombay High Court.

In March 2002, Bilkis Bano, who was 5 months pregnant, was gang raped in Dahod of Gujarat as violence broke out across the state following the Sabarmati Express attack in Godhra in which 59 ‘kar sewaks’ were killed kill.
