Deploying broadband services via satellite: Reliance Jio gets LoI; Delayed Bharti OneWeb services and more

Earlier this year, Reliance announced a joint venture to offer satellite-based broadband services across India, joining the race against billionaire Elon Musk’s SpaceX and Sunil MittalOneWeb’s to deliver reliable, high-speed Internet anywhere. Nelco, one Tata The group’s satcom company, and Canada’s Telesat are also said to be aiming to launch satellite broadband services in India. Amazon is also said to be planning to roll out internet services in India.

The grant of a LoI means that Reliance Jio Infocomm’s satellite unit, Jio Satellite Communications Ltd, is able to establish and operate GMPCS services in the licensed service areas. The license is valid for 20 years (from the date of issuance after meeting the specified conditions). Services under GMPCS include voice and data satellite services. These mobile satellite networks can operate with low earth orbit (LION), medium Earth orbit (MEO) satellites and geosynchronous satellites (GEO). Jio Platforms has announced a joint venture with Luxembourg-based SES to provide satellite-based broadband services in India.

However, the DoT under the Ministry of Communications, last December (2021) warned Starlink to obtain the necessary permission to provide satellite-based internet services in the country. The government asked Starlink to stop “laying/providing satellite internet services” in India without a license. Starlink then announced that it would apply for a commercial license in India on January 31, 2022. But this never happened.
When are satellite broadband services expected to start in India
The rollout of satellite broadband services is likely not to begin before the second half of 2023. A big wait is also clarity in policy on the same. Satellite services may be offered by companies when there is clarity around spectrum allocation for satellite communications. The DoT is currently waiting for the recommendations of Telecommunications Regulatory Authority of India (Boy) on this issue. According to a report in the Economic Times, “Currently, satellite companies are using highly rated KU-band spectrum for VSAT services, but the DoT is considering changing that in the future given the popularity low-earth orbit (LEO) satellite. The DoT submitted a reference to Trai seeking proposals for pricing the KU/KA bands. The DoT wishes to auction spectrum for such services.”
