Condemning Russia’s war in Ukraine, German Chancellor calls for maintaining a rules-based global order

“There is no justification for the Russian occupation war against Ukraine,” Mr. Scholz said as he addressed the council’s annual high-level debate.

‘Imperialism, plain and simple’

“President Putin waged this war with a single goal: to take Ukraine. The right to self-determination, political independence does not count as him. And there is only one word for this – this is imperialism, plain and simple. The return of imperialism is not only a disaster for Europe, but also a disaster for our peaceful global order.

“If we want this war to end, then we cannot be indifferent to how it ends. Putin will only give up war and his imperial ambitions if he realizes that he cannot win,” he continued.

“This is why we will not accept a peace ordered by Russia. This is why we will not accept any fake referendum. And this is why Ukraine must be able to defend itself against Russian aggression.”

Scholz said the world is seeing new fragmentation, the emergence of new wars and conflicts, and the rise of major global crises.

“Some see this as a harbinger of a world without rules,” he notes. “Our problem is not the lack of rules. Our problem is the lack of willingness to comply and enforce them.”

The alternative to a rules-based world, he declared, is not anarchy, but the domination of the strong over the weak, stressing that the international community cannot remain indifferent to “rule of law or the force of law will win the day”.

“The international order does not happen by itself. He said, if we do nothing, this Charter is just a piece of paper, holding a copy of the document establishing the United Nations. “This charter calls on all of us to uphold its purposes and principles.”

‘We stand for the international order’

The world “must not stand still when a major nuclear power, armed to the teeth, a founding member of the United Nations and a permanent member of the United Nations Security Council equally, seeking to change borders through the use of violence,” stated Mr. Scholz.

The prime minister added that the war in Ukraine is leading to rising prices, energy scarcity and famine. Germany is assisting Ukraine with food exports and will also support reconstruction efforts. In this regard, on October 25 in Berlin, an international conference of experts will examine how to manage the “extremely terrible” rebuilding task.

“Our message is: we stand firmly on the side of those under attack; for the defense of Ukrainian life and freedom; and to protect our international order. “
