CHRB issue advisory on revised eligibility rules
The California Horse Racing Commission has offered the following advice for California-based horses, sent from Scott Chaney, chief executive officer of CHRB, to trainers, owners, van drivers and associations on September 21:
On April 21, 2021, the revised language for Rule 1588 (Horses not eligible to start in the race) comes into effect. More specifically, that rule requires that in order to run, a horse must be in CHRB condition and under the care of a licensed trainer for seven days prior to the race. Horses cannot leave the field during this seven-day period except traveling in a van between CHRB stations. In other words, for 7 days from the date of the race, horses are not allowed to go to the ranch, the clinic or any other place other than the CHRB property. Violation of this rule may result in a scratch and penalties for responsible licensees.
1588 Horses ineligible to start in a race
(a) Apart from any other valid reason or reason, a horse is ineligible to start in any race: …
(11) when, except with prior approval of the manager:
(A) the horse is not on the association property or the association approved ancillary stable at least 24 hours prior to the time the race is held, or
(B) such horses have not been cared for by a Board-licensed trainer and immobilized within the CHRB, including supplemental stabilization areas, for seven consecutive days prior to the race, except for those horses shipped directly from another racing jurisdiction
In issuing its advisory Wednesday, the CHRB noted that it “monitors potential industry stakeholder concerns and takes appropriate action if necessary. , we will provide guidance. is one of those situations.”
