Mr. Ebrard attributed the paralysis of the Security Council to the abuse of the so-called veto power by some permanent members of the Council. He recalled that his country, along with France, had proposed an initiative requiring permanent members not to resort to veto power in situations of mass atrocities. The proposal has so far received the support of 106 States.

In addition, Mexico and 83 other countries have promoted an accountability mechanism under which the General Assembly is urged to hold an emergency session whenever a veto is registered in the Security Council and invites The author of that veto explains their position.
