Russian Foreign Minister and July Council President Sergey Lavrov accused the United States of exceptional behavior and promoting a “rules-based order” that threatens multilateralism and international law.
Washington “demands absolute compliance from its allies,” he said, “even at the expense of their national interests.”
“American dominance, which is the essence of the notorious rules-based order, is a direct threat to multilateralism and international law,” he asserted.
‘Intentional’ violation of the Charter
In response, US Ambassador Linda Thomas-Greenfield criticized Russia’s “hypocrisy” in convening a meeting on multilateral cooperation while “deliberately and blatantly violating” unchartedcore principles of ‘territorial integrity, respect for human rights and international cooperation.
She condemned Russia’s war of aggression against Ukraine, “a war that has turned food into a weapon”, worsening hunger not only for the Ukrainian people but for millions of people around the world, and “which has led Moscow to adopt a nuclear policy and violate international sanctions obligations”.
Ms Barbara Woodward, UK Ambassador, reminded Council members of their responsibility to uphold their commitments through the implementation and compliance with adopted resolutions.
“Therefore, it is important that the Russian Government stop supplying weapons from the DPRK. [the Democratic People’s Republic of Korea] United Nations violation Security Council resolutions and prevent attempts to undermine United Nations efforts in Africa, including by preventing targeted actions by Russian representatives against MINUSCA [the UN mission in the Central African Republic],” she speaks.

Referring to Russia’s invasion of Ukraine, she reiterated the UK’s stance that it would not accept a world “where might is right, and powerful nations can bully and invade others with impunity”.
Chinese Ambassador Fu Tong recalled the founding of the United Nations after World War II and the principles of peaceful coexistence put forward by his country’s leaders at that time.
Stir up the confrontation
He condemned the concept of a “rules-based international order” promoted by some countries, saying it sought to create a parallel system outside international law, seeking “legitimacy for double standards and exceptions”.
He called on the North Atlantic Treaty Organization (NATO) to stop being a “troublemaker” and expressed concern about the bloc’s attempts to expand, create false narratives and “incite conflict between factions”.
